Additional Information
Since this bug was logged, the UX for adding content from files and from URLs has changed significantly. At this point, the opt-in beta for workspaces gives users the ability to add existing content, such as GeoJSON items, through the site workspace > Content pane. Through this flow, this issue is resolved. In the future, the ability to add content from URL will be re-added.
The specific issue of a failed upload by URL, when attempting to upload a file from the older Hub search API URL as indicated in this ticket, will not be addressed.
Workaround
Use the ArcGIS Feature Service (GeoService) URL instead of the GeoJSON URL when adding content to the ArcGIS Hub site content library.
