Adding an offline-disabled feature service from an ArcGIS Server connection to a map from the Catalog pane, then adding an offline-enabled feature service, disables the Download Map button in ArcGIS Pro 2.1.3.

Additional Information

This issue is no longer reproducible in the current development of ArcGIS Pro 2.2 version.

Workaround

Add the offline-enabled service from the Catalog pane rather than the catalog view.
