This issue is not reproducible in the current version of ArcGIS Online, as attachments larger than 950 KB are being successfully added. If this issue persists, contact Esri Support Services and provide the specifics of the environment and steps to reproduce for further investigation.Workaround
The workaround is the same as in BUG-000103606.
- Follow all the same steps up to step 5.
- Instead of adding the feature access URL as a service with stored credentials, open a new Map Viewer window.
- In the Map Viewer, select Add > Add layer from URL and add the feature access URL. Provide the credentials when requested.
- Within the Map Viewer, try adding an attachment with more than 950 KB in size to a feature, and it will succeed without issue.
