Adding an annotation feature to a new Annotation Class or Symbol Collection causes incorrect rotation when the data frame is rotated when using an exported map style or symbol copied from an exported map style. Symbols made from scratch in a symbol or symbols created directly in the Annotation feature properties are okay.

Workaround

When adding a new annotation class or new symbol collection to the annotation feature class, edit the symbol directly in the annotation feature class properties UI or use a symbol from a style created from scratch.
