Bug
Adding administrative privileges to a custom role in ArcGIS Online causes the role to not appear in the Role drop-down when adding new members.

This behavior is as designed. Selecting Administrator or a custom role with organization administration privileges is not allowed during the invitation process in ArcGIS Online. Refer to https://doc.arcgis.com/en/arcgis-online/administer/invite-users.htm for more information.Workaround
- Assign the new member a different role, then change the role after the member is created.
- Remove any administrative privileges from the role, add the new member, then edit the role and readd the desired administrative privileges.
