Duplicate of BUG-000167085.
This is a duplicate. The original issue is fixed for upcoming ArcGIS Online release and Enterprise 11.4.
Workaround
There are two workarounds and one potential workflow to go around this:
- This issue does not occur in ArcGIS Enterprise 11.1. If the users have ArcGIS Enterprise, consider adding these services to their portal instead of to ArcGIS Online.
- This behavior does not occur if layers are added via URL to Map Viewer, instead of being added via URL to the contents page of ArcGIS Online, so the layers can be added directly to the map.
- This is not an ideal workaround, however, because the layers cannot be saved from here so although the web map can be saved to the user's content, the feature layers themselves cannot be saved to content.
- Untested workflow using ArcGIS Pro:
- In a new ArcGIS Pro project, connect to the WMTS's server (right-click under Catalog, click 'Add a new' > click 'New Server' > click 'New WMTS Server').
- Add only the desired layers or aerials to the map, in our case, TXXTXR24 (TXXTXR009) and TXXTXR24 (TXXTXR010).
- Share the map as a 'Web Map'. This will create a web map in ArcGIS Online that contains both layers and aerials in their proper view.
