Additional Information

Survey123 uses hosted feature layer views (SurveyName_form and SurveyName_results) to manage permissions for different aspects of the survey. Refer to the article for more information: https://support.esri.com/en-us/knowledge-base/faq-what-are-the-fieldworker-and-stakeholder-hosted-vie-000019065 A manually created feature layer view used as the submission URL is treated as the SurveyName _form view. Opening the Data page uses the source feature layer, preventing the view's filter from taking effect. Editing a record uses the SurveyName _form view (if it exists), and an error occurs if the record is not accessible in the view.

Workaround

  1. Remove the filter from the manually created view.
  2. Share the survey through the Collaborate page to generate the SurveyName_results view.
  3. Apply the original filter on the SurveyName_results view instead. Refer to the ArcGIS Survey123 blog: https://community.esri.com/t5/arcgis-survey123-blog/securing-data-in-public-surveys-survey123-connect/ba-p/898436
