Additional Information
This issue is logged against Map Viewer Classic (ArcGIS Maps SDK for JavaScript 3.x), which is now deprecated (refer to the deprecation notice at https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662). The issue is not reproducible in ArcGIS Enterprise Map Viewer (ArcGIS Maps SDK for JavaScript 4.x). It is recommended to use Map Viewer for all workflows. The issue is also not reproducible in Map Viewer Classic in ArcGIS Enterprise 11.5.
Workaround
Add the zipped shapefile to the ArcGIS Enterprise portal content first, then open it in Map Viewer.
