Adding a service with multiple layers to ArcGIS for Power BI only allows changes to the service and not the sublayers of the service.

Additional Information

The component does not currently support map services in the join layer feature. Only feature layers can be used in a join layer.

Workaround

Add each layer as its own service to ArcGIS for Power BI.
