Adding a secured hosted feature layer using a service URL to a separate ArcGIS Online organization returns an error 403 message but adding the same URL in the ArcGIS Enterprise portal works as expected.

This functionality is as designed.Workaround
- Share the item with a group in ArcGIS Online and add members of the other organization to the group.
- If a reference to the item is desired, create a hosted view layer and share it with the group.
