Adding a map image service base URL to a web map with nested sublayer groups will not allow feature selection in ArcGIS Experience Builder when 'Enable pop-up' is disabled in the Map widget.

Workaround

Publish a map image service with no nested sublayer groups or organize sublayer indices with groups from web maps in ArcGIS Online Map Viewer to mimic map image layer structure.
