Bug
Added a related table to a utility network and publishing it to Portal for ArcGIS will not allow the related table to be visible in the web map once the feature layer is added from the Portal's Contents pane.

Workaround
Replicating the procedure to a branch versioned feature layer without a utility network allows the related table to be displayed on the map.
