This is a duplicate of ENH-000125143. ENH-000125143 has now been elevated to high priority and marked as "must have" for the Pro 2.8 release.Workaround
Launch ArcGIS Business Analyst Desktop, and use the Append Data wizard or Spatial Overlay geoprocessing tool to append data to input feature.
