Workaround

1. After creating a new image service and adding data open the image service table. 2. Select all of the service overviews.3. Go to Image Service < Advanced < Remove raster dataset.4. Go to Image Service < Advanced < Build (Make sure 'compute pixel size' and 'Create service boundary' are the only two options checked).5. Go to Image Service < Advanced < Optimize < Service overviews < Define (Keep the default settings).6. Go to Image Service < Advanced < Build (Keep the default settings). 7. Refresh the map. You should now be able to see the added image.
