According to the documentation of ArcGIS API for Python, when using the licensing method in arcgis.gis module to assign a license to a user, the 'entitlements' argument is a required 'list', however, it allows passing 'entitlements' as a string.

Workaround
Pass the 'entitlements' as a list instead of a string.
