According to ArcGIS Explorer 1500 help, users should be able to drag and drop both layer files (.lyr) and layer packages (.lpk) from Windows Explorer; however, the dragging and dropping of a layer file (.lyr) does not work.

Workaround
Instead of dragging and dropping the layer file from Windows Explorer, use one of the other options for adding a layer file to ArcGIS Explorer. The other options are:(1) On the Home tab, in the Map group, click Add Content and then click Add Layers.... You'll see a dialog you can use to browse for ArcGIS Layers (*.lpk, *.lyr). Click Open to add the layer or layer package to the map.(2) With ArcGIS Explorer open and maximized if other ArcGIS Desktop applications are open too, double-click the layer file in Windows Explorer.Steps to Reproduce
