This is addressed in ArcGIS Enterprise 11.4 and earlier versions. Starting with ArcGIS Enterprise 11.5, disabling administrative access on ArcGIS Web Adaptor is no longer supported. If using ArcGIS Enterprise 11.4 or earlier, enable administrative access on ArcGIS Web Adaptor configured with ArcGIS Server to resolve the issue.Workaround
In ArcGIS Enterprise 11.4 and earlier, the recommended workaround is to enable administrative access on ArcGIS Web Adaptor configured with ArcGIS Server. Starting with ArcGIS Enterprise 11.5, disabling administrative access on ArcGIS Web Adaptor is no longer supported. Therefore, enabling administrative access on Web Adaptor is consistent with this change, as administrative access is enabled from version 11.5 onward.
