Workaround

The default image format used in REST is jpgpng which is not supported by ImageServices created with ISCDEF files. Use an output image format other than jpgpng.Include the imageFormat tag in the ArcGISImageService tag.<esri:ArcGISImageServiceLayer url="<a href="http://csc-swain1/ArcGIS/rest/services/Nine31Test/ImageServer" target="_blank">http://csc-swain1/ArcGIS/rest/services/Nine31Test/ImageServer</a>" imageFormat="png8"/>
