Accessing a MicroStation DGN file in ArcMap causes the Add Data dialog box to become blank, and no data can be added to the map.

Additional Information

This issue is not reproducible at the current version of ArcGIS Desktop (Version 10.5.1).

Workaround

Save the V8 DGN file as an AutoCAD DWG file or a version 7 DGN file in MicroStation.
