This can be solved by using a combination of Layer Scale Ranges and Defintion Queries.Create 2 layers. One that has a defintion query with shape length >= large value, for desired display scale range. The other would have a defintion query with shape length < large value value for a desired scale range. These two layers could then be placed into a group layer.Steps to Reproduce
