Additional Information

This issue is resolved in ArcGIS Enterprise 10.8.1. Users must upgrade to ArcGIS Server 10.8.1 as Esri Support does not backport to an older build unless it is a hot-fix request.

Workaround

Republish the web tool with a different name.
