A Web Map Service (WMS) with GetLegendGraphic enabled published to ArcGIS Enterprise 10.9.1 does not display the legend in Map Viewer.

Workaround
Upgrade to ArcGIS Enterprise 11.1 to publish a Web Map Service (WMS) service.
Disable GetLegendGraphic and republish. A legend appears in Map Viewer but third party tools like QGIS is not able to display the legend.
Issue does not occur when Portal for ArcGIS 10.9.1 WMS service is added to ArcGIS Enterprise 11.3 beta.
