This is a limitation in Map Viewer Classic that will not be addressed. Map Viewer Classic is now deprecated (https://support.esri.com/en-us/knowledge-base/deprecation-map-viewer-classic-deprecation-000030662). This issue is not reproducible in the new Map Viewer in ArcGIS Enterprise 11.1 and newer. It is recommended to use Map Viewer for all workflows.Workaround
Add the WMS item manually.
