A Web Map Service (WMS) does not display the legend in ArcGIS Online Map Viewer but will display the legend in Map Viewer Classic following similar 'Add Item via URL' workflows.

Additional Information

This is fixed in the February ArcGIS online update. Legend is supported for WMS services.

Workaround

Create the map in Map Viewer Classic, add the WMS and save the map. The legend is displayed in the new Map Viewer.
