A web map does not download in Collector for ArcGIS (Android) if the web map contains a hosted tile layer that is not cached starting at level 0.

This occurs if the user requests LOD based on the extent that are not cached. Unable to download a tile package if the requested tiles do not exist.Workaround
Build the ArcGIS Online tile layer starting from level 0, or use an ArcGIS for Server cached map or image service.Steps to Reproduce
