Additional Information
There is no expectation that removing a value from the symbol class impacts the feature layer's edit templates. If a value is not wanted or needed when creating new features, it can be removed from the template, but use caution if there are existing values in the dataset. If there is no symbol defined for a feature, fall back on the default (gray) symbol. This is consistent with what Map Viewer is doing.
An alternative workflow is to use Feature Layer Views, instead of layer filters, which gives more control over the symbology with respect to the filtered values in View.
Workaround
A possible workaround is to publish the layer with an active definition query, which makes the filter obsolete, and the other values are not shown in the web map or ArcGIS Field Maps app. This can be configured in ArcGIS Pro.
