Bug
A web map containing the Ocean Basemap as well as an ArcGIS Server map service layer as the basemap and shared as a Web AppBuilder for ArcGIS application causes the minimum scale level to be that of the initial extent of the map service layer.

This defect has been closed as non-reproducible because the data and/or steps needed to reproduce the issue are no longer available. If you have a reproducible case, using the most recent version of the software, please contact Esri Support Services.Workaround
Avoid using the Ocean Basemap when adding additional service layers to the basemap and creating a Web AppBuilding application.
To restore the web map back to normal:
1. Designate a different basemap other than the Oceans basemap.
2. Navigate to the application and save the application.
3. Navigate back to the web map and zooming should be back to normal.
