Bug
A Web Feature Service (WFS) GetFeature request in ArcGIS for Server for the Open Geospatial Consortium (OGC) 1.0.0 and 1.1.0 for a point feature service honors the designated axis order, but can only be returned when appending the bounding box (BBOX) filter with an opposite axis order BBOX parameter, or by specifying the EPSG code, EPSG: 4326 as a fifth parameter to the BBOX parameter.

Workaround
Append the EPSG code to the BBOX filter as a fifth parameter in order to provide a BBOX in the same axis order as specified for the WFS service. Refer to the requests above.Steps to Reproduce
