This is expected behavior. Per this documentation: http://enterprise.arcgis.com/en/portal/latest/administer/windows/disabling-anonymous-access.htm There is a note at the bottom: 'The portal's anonymous access option controls access to the portal home application. The sharing options chosen for individual items in the portal control access to the underlying hosted feature services.' This app is not part of the home application, so access is not controlled by the allow anonymous access option. Use the sharing settings on this app to restrict access.Steps to Reproduce
