Known Limit, this is expected behavior documented here. https://enterprise.arcgis.com/en/portal/latest/administer/windows/roles.htm Certain administrative privileges are reserved for default administrators and are not available for custom roles. Changing User Types is a privilege that only the default administrator role is able to perform.
