A user with a custom role with all privileges and rights enabled cannot access secured services added as items in ArcGIS Online if the items are not shared with the organization or a group.

This issue is not reproducible and will not be addressed at this time. If the issue persists, contact Esri Support Services.Workaround
Share the item within a group, or ensure the user with the custom role is the owner of the item.
Notes:
- Default administrator roles can access the secured services.
- The issue is not reproducible with non-secured services or items.
