A 'US Address - Single House' style address locator created with a ZIP code field mapped and no city field mapped returns matches for addresses that do not contain a zone even though 'Match with no zones' is set to 'No'.

Workaround

Remove the ZIP Code field from the address locator's field mapping, or map the City field.
