The issue is not reproducible and the software works correctly. The layer is a dynamic map service where it takes precedence over its cached nature. The documentation (https://doc.arcgis.com/en/arcgis-online/reference/arcgis-server-services.htm) states that dynamic map services are displayed as map image layers in ArcGIS Online.
