A Story Map created with the Shortlist template does not launch automatically when embedded with a Story Map Journal and accessed from mobile devices.

This is the expected behavior. When a Shortlist only contains a single tab, when it is opened in small display mode (i.e on a mobile device or displayed in a small iframe or small web browser window on a PC) then we show the title and subtitle of the Shortlist, and also a Start button. This is because in small display mode once you press Start (or once you choose a tab in a Shortlist containing multiple tabs) the title and subtitle of the Shortlist is no longer displayed. So that's the reason we show the initial page, with the title and subtitle, and list of tabs or Start button, first in this view.
To avoid getting the Start button you could add an additional tab to the Shortlist, in which case user will see the tabs listed when the Shortlist launches, which may look better than the Start button.
I am going to submit an enhancement for Shortlist though: currently if you include the &embed parameter in a Shortlist URL, i.e.:
https://www.arcgis.com/apps/Shortlist/index.html?appid=3ae99b571b314c4da9efeba87b181ee0&embed
it hides the title and subtitle in normal display mode.
However this has no effect in small display mode. It would be great if using the &embed parameter hid the initial page in the small display mode. This would give this user the result they would like: Have the Shortlist appear without the Start button screen when embedded in their story map and displayed in small display mode.
