A specific AutoCAD file cannot zoom in below 1:23 in map scale, and if the AutoCAD layers are turned off in the Table of Contents, the screen does not refresh until a hard refresh or pan.

Additional Information

The the great difference in the two file's scale DWG 1:1.427027e+020, SHP 1:66,197 limiting the zoom. CAD layers turn on/off properly alone
