A replacement vector tile layer goes to a folder that is inaccessible when replacing a vector tile layer that is in the custom folder of another user in ArcGIS Online.

This issue is no longer reproducible in the current version of ArcGIS Online. If the issue reoccurs, please contact Technical Support.Workaround
Check the replacement vector tile from the Content page and move it to the root folder after the completion of the previous workflow. This makes the vector tile accessible as expected.
