This issue is addressed at ArcGIS GeoEvent Server 11.0Workaround
Revert back to ArcGIS GeoEvent Server version 10.7.1 or 10.8. To revert back a patch, a fresh install of ArcGIS GeoEvent Server is required because patches cannot be uninstalled.
