Additional Information

This behavior is not reproducible in ArcGIS Pro 3.4 and above. Prior to that release, setting the workspace to an SDE connection file does not create an active connection to the database. This causes the call to GetCount(), made after setting AcceptConnections to False, to fail because it requires a new connection to be made. This script is successful in the ArcGIS Pro client because existing connections, as the non-admin user, are already made when creating a new feature dataset and feature class.
