Workaround

  1. Sign in using ArcGIS Online Developer credentials.
  2. Click Map tab (use Map Viewer Classic) > Save (blank map)
  3. Click Share >Everyone (public).
  4. Copy the short URL and paste it into an incognito window.
  5. Click Open in Map Viewer.

No prompt to sign in is displayed.
