A polygon feature layer with the 'Counts and Amounts (Size)' symbology does not display all the records until zoomed in to a certain extent in ArcGIS Dashboards.

Additional Information

This is expected behavior in ArcGIS Dashboards and is experienced in Map Viewer. The symbol rendering order is not based on the count and amount as it is in Map Viewer Classic. There is a new feature display order option in Map Viewer to control the rendering order, such as either small or larger counts and amounts on top, etc.
