This issue was a known issue with ArcGIS Enterprise geodatabase to version 11.1. The issue has been resolved in ArcGIS Enterprise geodatabase version 11.2 and later releases.Workaround
Upgrading the ArcGIS Enterprise geodatabase to version 11.2 allows the PARCELS feature class to be published as a referenced vector tile service.
