Additional Information
This is expected behavior for all operational layers.
Workaround
Use Collector for ArcGIS (Classic). This behavior does not occur in Collector for ArcGIS (Classic).
As a workaround, add the layer to the basemap group. In the web map, for the Pictometry WMS layer(s), or any reference layers, move the layers into the basemap group by choosing the option ‘Move to Basemap’. When clicking the ‘+’ button to capture new features in Collector for ArcGIS, the layer does not become transparent. The transparency that gets applied only affects operation layers and is an expected behavior in order to aid with the map display and helping to make the currently edited feature more visible.
