- The issue could either be caused by a pre-release ArcGIS License Manager (check properties of LSAdmin.exe: Release version is 10.0.0.2414. Anything less indicates a pre-release version)- More likely the issue is related to latency. See workaround to NIM060359Steps to Reproduce
