A newly added layer is listed as Editable in the Editing Status dialog box even though the 'Make newly added layers editable by default' option is unchecked in ArcGIS Pro.

Additional Information
As Designed. This option controls the app level editability of a layer; it does not change the edibility of data which is control by data permissions. The Status dialog reports if data is editable or not. It is not linked to the List by Editing view of the Contents pane which is application level editability and, in this scenario, will uncheck the layer so it is not recognized as editable by the editing tools.Steps to Reproduce
