Workaround
Viewed the Microstation version 8 file within 9.2 any service pack.Saved the microstation file as a version 7 and was able to view all layers within ArcMap & ArcCatalog.This is also possible if you save the Microstation version to 7, then you can view all files within 9.3.Steps to Reproduce
