Additional Information
This issue is not reproducible in Map Viewer in ArcGIS Online or Map Viewer in ArcGIS Enterprise11.2. The layer is added as expected from an item.Workaround
Add the Maritime Chart service directly to a web map in Map Viewer with Add > Web service and input the URL.
