A map service published from ArcGIS Pro enabled with the Feature Access capability is in a stopping state if the user name and password are not saved in the database connection.

Workaround

1. ​Save the user name and password when creating the database connection.
2. Right-click the existing SDE Geodatabase connection, and enter the user name and password.
3. Check the check box to save the user name and password.
4. Remove the layer from the Contents pane.
5. Add the feature class or feature layer.
