Additional Information

Currently, this is a known limitation. When rotation value is not provided in a request, map service defaults to the source map's rotation. Workaround options: 1) Reset the source map's rotation to 0 and republish. 2) Client apps must be set to always include rotation value.

Workaround

To avoid rotation, add the map service with the layer URL (MapServer/0).
