Bug
A major change appears in publishing a web layer from ArcGIS Pro 2.3 to Portal for ArcGIS (federated environment) which changes the web layer index in the REST endpoint URL. The index number varies depending of the layer position in Table of Content.

Workaround
In Table of Content, scroll to the top to get the index 0 at the end of the REST endpoint URL.
