Bug
A layer whose visibility is enabled in an ArcGIS Pro project and then exported to PDF format using a Python script appears in the legend even though it is not configured there if the 'New layer' option is enabled in the legend properties.

Workaround
Do not activate the option in the legend, but this remains restrictive if a new layer is actually added to the project.
